Judging from last week’s diplomatic contretemps, he apparently did not. Instead of eliminating two thirds of its warheads, Washington announced that it would be putting many of them in storage. Moscow is incensed. Putin has not spoken out, but he has to be perplexed over his “best friend” George’s behavior. No wonder Moscow demands a treaty in black and white–with the correct spelling.
